These are the things that bother me late at night

I'm trying to figure out if I found a plot hole in Blade Runner. If I did, I will be very sad. At the beginning of the film, a Blade Runner named Holden goes to the Tyrell Corporation and starts giving the Voight-Kampff test to all the employees there because they think the replicants might have infiltrated the company. But soon after this, Holden's boss shows Deckard pictures of all the replicants that they're looking for. If they already knew what all the replicants looked like, why did Holden bother giving Leon the Voight-Kampff test at all? He should have recognized Leon as soon as he stepped into the room and shot him dead right then and there.

The only thing I can think of is that for some reason they didn't get pictures of, and detailed info on, the replicants until later, but that doesn't make a lot of sense.
